    Secretary Vilsack Memo: A New Civil Rights Era for USDA

    On April 21, 2009, US Department of Agriculture Secretary, Thomas J. Vilsack issued a sweeping
    memo declaring "A New Civil Rights Era" for the Department, promising a thorough overhaul of the
    EEO process within the USDA.

    He wrote:

    This memorandum outlines my initial steps to change the direction of Equal Employment
    Opportunity, civil rights, and program delivery in USDA by designing a comprehensive approach
    to ensure fair treatment of all employees and applicants and improve our program delivery to
    every person entitled to our varied services...
